SCOPE OF PROJECT

A.Overview

The CIT-IT Data Warehouse (DW) is requesting a two year contract (one-year with 1 one year renewal) to recruit the services of one Specialist 3 level consultant to support the Master Recipient Index component of the client enterprise Datawarehouse (EDW). The master recipient index system utilizes a probabilistic matching algorithm to compare sets of recipient attributes from various sources and determine matches. It results in a set of unique individuals and a crosswalk back to the sources which enables all the information for a particular individual to be linked.


The DW bureau is devoting substantial State and consultant resources to ensure successful implementation of the EDW. This project will provide the resources needed to complete this critical component of the EDW, We plan to create a development environment which will allow State employees to obtain the skills needed so they can continue new design initiatives and provide maintenance support after this contract has expired.

B.Assignments

Under direction of the client's Project Manager, the Specialist 3 assignments will include, but not be limited to, the following:


Provide maintenance and support for the current master recipient index.

Incorporate additional sources into the current master recipient index.

Conduct product reviews and investigations of alternative third party solutions.

Extend the matching solution to other areas such as providers and practitioners.

Document and transform SAS programs used in other Data Warehouse projects

Mentor staff on best practices for all of the above.

SKILLS

Mandatory Requirements


1. Experience in analytical problem solving and data analysis

2. Experience in software development utilizing SAS/BASE, and SAS macros

3. Experience in computer program design and development

4. Experience in a Datawarehouse environment including familiarity with Datawarehouse concepts, relational data bases, merging data from multiple sources and working on large tables.

5. Experience performing complex data manipulation procedures in a relational data base environment utilizing SAS.

6. Experience with software quality assurance using Unit & Regression Testing

7. Experience eliciting, documenting, and architecting solutions for user needs from a cross-disciplinary team including researchers, IT professionals and managers

8. Experience developing or using an enterprise master person index which utilizes deterministic and probabilistic matching techniques

9. Excellent English language written and verbal communication skills.*

Demonstrated experience with health related and/or large government organizations

Experience with Informatica version 6 or later
